General Information

Penn Cove Water & Sewer District manages water, sewer, and street lights for 297 water customers and 282 sewer customers (4/2024). Our wastewater treatment plant and main office is at 519 Scenic Hts Rd Oak Harbor WA 98277.

Our water treatment plant and the location of our monthly regular commissioner meetings is at 960 N. Deer Park Ln Oak Harbor WA 98277.

Our monthly commissioner meetings are scheduled for the last Wednesday of each month at 6 pm.

Bi-monthly rates effective 2/24/2025:

Sewer: $136.00

Base rate water: $108.00 up to 10,000 gallons

Additional water usage rates:

10,001 - 16,001 gallons: $5.00 per 1,000 gallons (.005/gal)
16,002 - 22,002 gallons: $9.00 per 1,000 gallons (.009/gal)
22,003 - 44,006 gallons: $15.00 per 1,000 gallons (.015/gal)
44,007+ gallons: $25.00 per 1,000 gallons (.025/gal)

Local Payments

We now have a drop box available for checks to the left of the double gate, under the no parking sign @ 519 Scenic Hts.

Meter Reading and Billing

Meter readings are conducted every other month, typically the last Monday of February, April, June, August, October, and December. You can expect your bill within 1-2 weeks after.
